I don't think that FormsCentral is the solution for you. Or at least not the complete solution. If i understand correctly you want to fill-in the form yourself with the customer's personal data but then have your customers sign the form. Do you want to collect/save the data in FormsCentral or do you want people to just send you back the signed PDF via email?
Once you give me more information I can direct you in the some direction to achieve what you want.

If I understand your workflow correctly what you can do is (I'm assuming you have a Paid FormsCentral account as opposed to the Free account):
- Create a form in FormsCentral
- Fill out the HTML form (this is the part I'm not cleared... from your original post sounds like you will be the one filling the form)
- Go to the "View Responses" tab and right click on the new data row and select "Download Response as PDF Form..."
You can then use EchoSign with the PDF to collect the signature.

Once you receive the signed PDF you can add it to the Response table (just add an File column).
As you can see this is not a straight forward workflow and also required an EchoSign account but it might do what you need.
