How to authorize flash installation

I can not install flash. It will quit part through install with error box saying I do not have permission to install!!!!

What is your operating system & version?

Do you install as a user with administrative privileges?

-I do have install with admin privileges.  I have a PC / OS Win 7/ Ver 6.1

Build 7601/  SP 1

I read that I need to enable Java Script--can't get that done either. What ever is going on with Adobe, do not know!!  Used to be able to update both with not problem-
