Fisrt thing to try is to trash your preferences: Hold down the Opt+Shift keys while you launch Pr, and keep holding them down until the Welcome screen appears.
Do you have any third-party VST plug-ins installed on your system?
DLG::SequenceSettings::SequenceSettings had an error with a bad Bitmap pointer, then the error handling that followed obscured the details and crashed while trying to give you a chance to save the project.
I don't see an obvious cause from the user's perspective or a way for the user to avoid the primary error. This one will have to be solved by the Premiere engineers.
(though I'm getting the picture that the error handling in Premiere may be causing more problems than it solves)
