Make sure in the capture dialogue box, the capture settings are set to DV or HDV if you recorded 50i or 25F.

I capture from a XH-A1 successfully into CS6. You need to check the camera's menu is set to DV or HDV as appropriate--AUTO will not work. Once you have made the change, you need to disconnect the IEEE1394 cable and re-insert it.
The camera must be in the play mode. I usually turn off ILINK CONV. You should be able to downsample HDV to a DV output if everything is set right.
In Premiere, there is a SETTINGS tab on the capture dialog. Make sure your camera is selected.
I have found that I am more successfully if the sequence I have open in premeire matches what I am trying to capture (I don't know why). For example, DV into a HDV or HD sequence.
Oh, are you using the legacy driver for IE1394? The windows 7 driver will not work for this.
