It was a little hard to understand your steps and result. But it sounds like you may not have 'show background video' toggled on in the titler, or else it's pointing to a frame in the timecode where your video is not at.
For example Your Timeline starts with 10:00:00:00
CTI is on 10:00:10:00
But when You open Title window You will see black background because Title window does not understand sequence zero point.
Title window has his own sequence zero point = 00:00:00:00
Do you have the toggle on in the Titler that displays video from the sequence.
It can be turned Off & On.
Try my steps.
When You start titler its timecode shows 10:00:00:00
But his 10:00:00:00 is equal 20:00:00:00 of sequence with zero point 10:00:00:00

The Titler does open showing the CTI at 10:00:00:00 in its TC WIndow but the Clip dos not show in the BG . Toggling On and Off does nothing but...
Slipping the TC a frame makes the BG from the Sequence Display
Not sure its a bug but definitely a "glitch".
Workaround is easy though and as I never change Start TC it wont affect me anyway.
YOu could also ...change yourstart TC after you complete your EDIT.
