I'm doing a fairly long render with simple scenes. Some use normal masks and some use feather tooled masks. Frames from the latter scenes are taking over twice as long as their counterparts to render during final render. Thoughts?

There isn't enough information to give any meaningful thoughts. Particularly about the things that are happening near the end of the comp.
But generally, mask feathering doesn't affect speed by a lot. Certainly not as much as you're experiencing.
Yeah, I didn't expect there to be a ton of insight available. All I know is they both had similar feather lengths, just one was achieved with the variable feather tool and one was achieved with the feather property. They both had Stylize >Scatter applied to them for dithering. The scenes were pretty plain other than that: one video asset, a couple solids, and not much else. (It was for a 20 minute loop, so I needed to keep the render light.) Just looking to see if this was a known "bug" ...sounds like it isn't.
