The buttons that I see here in the image looks like they are glossy images that you created in Photoshop and sliced them. Then you have imported in InDesign and placed them and converted to buttons and provided links on click. This is an expected behavior. The outline will be shown for images that has been converted to buttons. There is no way around to avoid that dotted outline.

I'm afraid to say that nothing can be done. Even InDesign default sample buttons remit the same behavior when exported to interactive PDF. You may try and see it in a new document.
There´s something you can do, but you will need Acrobat for that.
