Since this hardware forum is a sub-forum of the PREMIERE video editing forum, not a PHOTOSHOP sub-forum, what Adobe software do you use?
If Premiere Elements for video editing...
PC I built for my wife http://www.pacifier.com/~jtsmith/ADOBE.HTM would do very well for Premiere Elements, plus scroll down a page or two for 3 price/performance level computers for Premiere Pro... these are, of course, MY ideas about what to build, if I was building a new computer for myself... YOUR ideas may wind up being different
my bad about posting here. Am new to Adobe and tried posting it in the Elements Forum and received an error that I was not authorized and did a hardware search and this came up and I was able to post here. I recently purchased Elements as am taking digital pictures.

OK... the computer I built for my wife should work very well for either one... Premiere Elements or Photoshop Elements
Actually, what works well for PrPro, will work well for PrElements, with one exception - PrE does not yet take advantage of CUDA/MPE, so one can get by with a lower-level GPU for PrE. That might change, with PrE 12 (probably to be released about Oct, 2013), but no one knows yet.
Now, if you also use Photoshop CS 6, the GPU does become more important, but still not at the level as PrPro CS 6.
Also, if one thinks that they might be upgrading the software to PrPro CS 6 in the future, then going with a CUDA card now, should be just fine, if the software is later upgraded.
