Can anyone please help me figure out which effect is being used in Adobe After Effects at 2:50 and 2:55. Any help would be greatly appreciated!!!

I can see it here in Australia, for some reason, although I use a DNS blocker, so maybe that's why.

There are two visible effects in the video.  One is film burn  - they've overlayed some film burn effects (quite subtly) on a few shots.  You can download free film burn effects from YouTube.

But the obvious effect is just lots of fast cutting between two or three shots. One or two frame edits over and over.  You don't need After Effects for this, it's easily achievable in a non linear editor like Premiere Pro.  If you used keyframes in After Effetcs to do it, you could save it as an Animation Preset and make it easily repeatable.
