can't open this file in Premiere.
But, in the interest of moving ahead with the edit,
you might consider using Media Encoder to flip it
to another edit-friendly codec:

Lagarith & Ut are 'lossless' at the expense of larger files.
DNxHD is 'virtually lossless', also larger files.
Pick a codec (I lean to Ut on a pc), download and install;
then bring your .mpg into Media Encoder and transcode
the file to that codec and you are off and running.
note:
Lagarith is pc only - .avi
Ut is cross-platform - .avi / .mov
DNxHD is cross-platform - .mov
All three codecs are free.
edit:
As you transcode your file, be sure to match
the frame size / aspect ratio / frame rate of the original.

As far as I know, PPro does not do well (if at all) with trying to edit a variable bit rate file
