It is if you export to the form to PDF. The resulting PDF form will be Reader-enabled so it can be saved in Reader. The submit button that is added can be used to submit the form when internet access is available.

Is it possible to save multiple entries to the form while not connected to the internet?
Sure, just fill in the blank form and save it as a new file, making sure not to overwrite the original.
