The problem was missing apple WWDR intermediate certificate.
You must also install the WWDR intermediate certificate issued by Apple’s worldwide developer relations. It can be downloaded from the portal or directly athttp://developer.apple.com/certificationauthority/AppleWWDRCA.cer Make sure you add this to your keychain as well.

Hopefully they'll include it in an update soon.

Bob Bringhurst Apr 22, 2013 5:53 PM (in response to ginageewhiz)The WWDR imtermediate certificate should be installed automatically when you install Xcode. The publishing guides state that if you don't install Xcode, you need to manually install both the WWDR intermediate certificate and the Application Loader.
The new guides are uploaded now.

I had downloaded it but just forgot to open it for the first time so that it was actually installed and not just on the Launchpad
