Bookmarks don't necessarily have either of these things; as per the PDF specification (ISO 32000-1) there are at least a dozen kinds of possible actions for a PDF. One kind has a page and rectangle on the page.
If you mean, programmatically, you'd have to write an Acrobat plug-in to get this information (C/C++, not suggested for beginners to these languages).
With a script you can execute a bookmark and see where it takes you in the
file. That's about it...
