Please check 'Control Panel' > 'Programs and Features' and see if the program is listed there.
Try uninstalling and reinstalling and check.
Photoshop Elements is shown as an installed program, but no mention of Premiere on programs and features. Looked in program files and there are 4 folders in premiere elements 10 folder.

When you put that disc 2 into your multi-drive, and look at it with Windows Explorer, or Finder (Mac), exactly what is shown there?
A screen-cap of the disc's tree will probably be easiest.
I have never heard of a 2 disc set for both PSE and PrE, but have never bought an academic version.
My guess is that you have only PSE, and its functional content, but could well be wrong.
Not Premiere Elements, but I bought the Education version of CS5... discs were exactly the same as the regular version, just with an Education serial number and price
I see no reason why an Education combination of Photoshop/Premiere Elements would be any different than the regular commercial version
One possible thought would be whether the two programs included the Additional Functional Content. Seems that I recall some Adobe program, that did NOT include that, in the academic version, but might be mis-remembering?
In your CS 5 Educational set, did you get the full compliment of Additional Functional Content for Encore?

And, where did are you find those "4 folders in premiere elements 10 folder" to which you refer? What is the name of each folder and what did you find in each folder?
The part about Premiere Elements 11 not requesting a serial number suggests to me that you are trying to work with a 30 day free tryout OR more likely that you have picked up the disc for Content installation rather than program installation. But all speculation until you confirm one way or the other.

I agree completely. I think that we have covered most possibilities, but without more information, all IS but speculation.
I hope that the OP will revisit this thread, and let us know exactly what they have, with those two discs.

The CS5 Education that I bought did include all Encore content
I thought that PreElements 11 was when Adobe switched to some disc and some download, instead of all on the discs?

Yes, PrE 11 was when the switch took place for the delivery of the Additional Functional Content. As the OP is referring to PSE & PrE 10, there is likely a disc, just for the Content, unless that Content is just not included in the academic version.
