custom layout for app

hi guys,

as a designer i want to give a layout to our developer who is using flash builder 4.7

we would like to create an app (AS3 + AIR)

our products are controlable via touchdisplay - this touchdisplay should also available as an app.

so i have the graphic as vector. now i want to create a file (fxg, mxml, ....) to give it to the developer who imports it into flash builder 4.7 and can than ad function to the graphic buttons etc..

we have tried to import it  with succsess - we can debug it - but the developer has no control over the buttons!

how can i create a skin or something like that to give him more contorle?
