Flash player requires re-installation after every shutdown

No problems with installation and player functions properly (Vista 64, Chrome).  However, player stops functioning after every shut down/ restart.  Re-installing is the only fix I've found.

Reinstalling what - Chrome?  Since Chrome comes with Flash Player preinstalled, reinstalling Flash Player would not make any sense.
