How to lay out a one-cut booklet?

I want to make a one-cut booklet (see http://www.fimp.net/makeabook.html) out of an 11x17 sheet of paper. What would be the least painful way to do this in InDesign?

So far I'm thinking I have to lay out each page individually (8 4.25" x 5.5" pages), export to PDF, then arrange the fancy booklet layout onto a tabloid layout in Photoshop. Or something? I imagine there has to be an easier way...

You're close in spirit, but not on the mark, I think. It's actually easier to make an InDesign file with the 4.25 x 5.5 pages in reading order, then save that file, then place its pages into a separate 11x17 InDesign file. Placing INDDs into other INDDs is incredibly useful for projects like this one.   No PDFing or Photoshop necessary.
