Generally, you'd want to use Illustrator for something like that. You want vector based cuts, not pixel based ones.
i was wondering if it could be done via a sixel selection path on the layers panal or woulf this still need to run through illustrator after the fact

Brett's right, Illustrator is the BEST tool for this, but it could be possible with Photoshop. This is a great link: scroll down to "working with Photoshop".
thanks for your help the link was very helpful i feel i could do it with photoshop but illustrator seems an easier option although a my design work if created in photoshop i am write in thinking once i transfer them to illustrator i can turn them into vectors??

You can use something like Live Trace in Illustrator to change raster art into vector. The process isn't always perfect...
- Make a pixel section in photoshop
- paths palette flyout >> make work path
- copy path and paste into Illustrator
