    Epub interactive TOC

How to make a table of contents, which is interactive when exported as an epub?

There are two kinds of tables of contents in an EPUB file. All EPUBs need a naviational TOC. You do this by creating a TOC style in InDesign (Layout > Table of Contents Style). Then when exporting, choose the name of the TOC style in EPUB Export Options > General > TOC  Style.

Optionally, you can make an internal or HTML TOC. Using the TOC  feature in InDesign (Layout > Table of Contents) and selecting the TOC style you created, make the TOC to produce no page numbers (since an EPUB is reflowable it doesn't have page numbers), and place it at the beginning of the EPUB file.

Both TOCs will have hyperlinks and will be "interactive."

I'd suggest you read more about how EPUBs are created. Two good sources: EBooks by Elizabeth Castro at this address: http://www.elizabethcastro.com/epub/
