My understanding, from having read dozens of posts on the subject over the years, is that PAL DVD players will pretty much ALL play NTSC discs, but NTSC players do not usually play PAL discs. Probably because so much US material makes it to the overseas markets, but not vice-versa.
Some U.S.-region bluray players can handle 50i material, others can't. If your program is mastered to 24p, there shouldn't be any difficulty. Just make sure there is no standard defintion material (PAL) on the disk. But if it's 50i, there's no way to predict, unless your associate has a player which is known to be capable of handling it.
The programming on commercially produced blurays is sometimes preceded by standard defintion PAL material, which can create a problem for U.S. players, even when they're capable of playing back the main program.
