Thanks for your reply.
I'm still getting an error message when I try to attach an image, so
http://www.bayingwolf.com/blue2.jpg
with the timeline included. The source material is a .mpg file downloaded from a VHS (C) camcorder tape. It imports into Premiere Pro just fine.
In Sequence | Sequence settings, I can see 25fps.

Great. Now, Zoom IN on your Timeline, to see the Frames more clearly, and move the CTI (Current Time Indicator/Playhead) to the last Frame, or two, of your first Clip. Do you see the "blue" there? If not, then Open that Clip in the Source Monitor, and look beyond the Out Point. Do you see the "blue" there? If so, how many Frames exist between the last full Image Frame of your Out Point, and the first "blue" Frame?
