I have some footage that jumps forward about every half second (rather than moving smoothly forward). So the video looks as if it's been really slowed down. The issue is with the source footage, and there is no way to smooth out the source footage, so I'm hoping to fix it in post-production. I tried using the "echo" video effect to solve but it doesn't. I imagine I could go in and manually delete the still parts I don't want, but it would still "jump" since the difference between the frames is obvious. Does anyone have a suggestion on what I could try? Sorry if I'm not being clear, I'm having trouble describing the issue.

So you have dropped frames or a corrupt file? What is the origin of the source video?
