Try resetting the PSE preferences by and check once.
1. Close Elements.
2. Launch the Photoshop Elements Welcome Screen and hold down ctrl + alt + shift as you click Edit.
3. Continue to hold the keys until you see a message box asking if you want to delete Photoshop Elements settings file; click Yes. Elements will open with default preferences.
Thanks, but it made no difference all. Photoshop Elements 11 is complete unusable until someone can tell me how to address this problem.
I only just purchased the software. Seems I wasted my money.
GO to Edit->Preferences and you will see Reset Preferences on next launch
Click this button to ensure that all product preferences are reset to default settings when Elements Editor is restarted next. Available at Preferences > General.

I followed everything you have outlined, but it has made no difference.
- Do you have any anti-virus installed. Try launching with anti-virus off or removing PSE from conflicting list. and then check once.
- Try switching off the internet and then try once.
Given up, cut my loses and uninstalled the programmes. Wasted my money on crappy Adobe rubbish. Oh well expensive lession learnt there.
