What exactly is the error message? Have you tried resetting the preferences file? That often fixes probelms with the PSE tools, but I don't know if it would help with save errors. Still worth a try .
Yes, I tried resetting the tools, but that didn't help. The error says something like "could not save a copy of (filename) due to program error". I just noticed that when I go to "save as" then select jpeg for the file type, it automatically checks the "save as copy" option and greys it out so i cant uncheck it. I don't know why it's doing that.
Are the unsavable JPGs readonly or have permission issues due to using another user to copy them or coming off of readonly media—like a CD or perhaps a locked SD card?
Or do the images have layers or are they 16-bit so cannot directly be saved as JPGs without doing some other conversion to them?
They're not read only. I export them from LR and open them in elements all on the same comp. No CDs or SD cards used. As far as if they are 16-bit or not, I don't know. In elements I open image mode and all i get are options for Bitmap, grayscale, Indexed Color, and RGB color. RGB is what they default to.

If you Save As – A Copy and use a different name does the save work?
Is there some background process that is analyzing the original files, either a system-cloud backup or a PSE photo analysis for heads or other things, that might have the file momentarily in use and therefore be unwritable?
Is your system almost out of memory, or is the hard-drive almost full or does the hard-drive have errors, or is the destination hard-drive something across a network or USB connection and that connection is iffy?

There is no background process that I know of.
The memory might be an issue. I've noticed this computer slowing down lately. I might need to do the factory reset.
