You can only anchor objects to text because text is what flows from page to page.
If you want the arrow to move with the image whenever you grab the image with the mouse, then combine the image and the arrow in a group.
If the image is already anchored and you want the image and the arrow to flow together with the text - unanchor the image, group the image and the arrow, and then re-anchor the resulting group.

No apologies necessary at all! And it wasn't a stupid question, either. It's hard to tell when someone asks a question whether they're brand new to InDesign, or to page layout in general, or if they have fifteen years of experience in Quark and Ventura and just don't know the InDesign-specific terms.
