In the meantime, I would check the installed video driver from nVidia, or AMD/ATI. If not the latest, I would download and install the latest one.
I cant actually see any of the windows at all.

Sorry, the vervion is cs6 and I have updated it with the latest.
It is on a mac version 10.8.3
It is all through the adobe cloud.
I am not sure how to check the instaled video driver however...
Try launching the app with the Command and option keys held down.
If that doesn't help, disconnect your second monitor from the CPU, and then launch Pr.
I tried both of those and they didnt work.
I started a new project and the windows still open half way to the side, and I have tried without the dual screen.
I also tried changing the screen resolution but it didnt reval any windows.
Could you take a picture of what you're seeing with your phone and post it here?
I can, But it is just a blank screen and it looks like nothing is open.
The premiere menu options on the top bar are there and everything else is blank.
Do you still want an image?
Have you tried resetting your editing workspace? In the Window/Workspace menu.
