Sorry, but we are going to need a little more details on this. Can you do a screen capture of what you are seeing? We would live to help, but the questions appears to have me and others a bit confused.

Ok..Let me clarify. I have attached a screen shot. For example, where you see the word "registered" highlighted, I have my file folder open. In all other versions of Dreamweaver I have had..(all of them) If I click on a page I am working on, the file folder and the properties manager will go to the background. Neither one of them does that.
Also another problem in the new dreamweaver is the CSS rule definition box is not updating anything! I have to handcode it on the page.
The Files tab always floats over your documents, but a lot can be done to minimize its impact on your workflow...
Click the little "double square" (expand) icon in the upper right of the Files tab. You don't need it expanded when you're not interacting with the server.
Next, grab the top bar of the tab itself and drag the whole thing to the side of the screen until the edge of the application frame highlights and let go.
That should give you something like this...
