Are you not seeing the adjustment sliders, when you twirl down the Reveal Arrows (to the left of each attribute)?
If not, then it is likely a display driver issue. I would check the video card's mfgr's. Web site, to see if you have the latest one installed - do not trust your OS to tell you if you have the latest.
Please excuse the basic questions, but I did not want to take anything for granted in trying to help you to resolve your HSL Tuner problem.
1. After you drag the HSL Tuner Effect into the video clip or screen showing the video clip there, do you then see a HSL Tuner Panel in the Applied Effects Palette after you click on Applied Effect?
2. If you click on the small triangle to the left of "HSL Tuner" name in the panel so that it faces down, are 3 panels revealed to you, those being,
If then use the small triangle to the left of the name for each, are the sliders for each option visable?
If no to all of the above, do you find that you get into the same situation with the rest of the effects under Color Correction, such as Split Tone? Are any other Effects similarly affected?
If so, please try deleting the Adobe Premiere Elements Prefs file found in the Windows 7 or 8 64 bit path:
Local Disk C
and in the 11.0 Folder is the Adobe Premiere Elements Prefs file that you delete.
Make sure that you are working with Show Hidden Files, Folders, and Drives active so that you can see the complete path.
Is this issue the type "it worked before but not now" or "it never worked before"?
If the above does not remedy the situation, we can move on to details of your project, including project settings and properties of your source media as well as computer details.

Thank you Mr. Hunt for taking the time to respond and for doing so so quickly. I will check into what you said. I am also waiting for a new, much much better desktop to arrive in the next couple weeks.
(Also I have read a lot of your replies to other people's questions and have learned much from them.)
Mr Hunt, nothing at all pops up or highlights or does anything when I click the arrow...
Here is a screen shot. Are you able to see it enough? I tried the other two options under color correction. They both worked.

In that screen-cap, all of the Reveal Arrows are in the closed position.
Are you saying that when you click one each, to twirl them open, only two Hue & Lightness open up, revealing the sliders, but that Saturation does not?
That would be very odd indeed. The display of that interface should behave for each attribute the same, and if two work, as expected, but one does not, then I doubt that it would be a display driver issue (still, never a bad move to check that out, with ANY display issue).
If the problem, is as I restated above, then I would follow ATR's suggestion to reset the Preferences, and check again.
Mr. Hunt, I am so embarrassed. I don't know what was wrong then or what is right now, but I just restarted my computer, opened a new video and now it is working. I have no idea why it wouldn't work then and does now. Thank you so much for your time. Have a nice evening...
