Use the 'Motion Effect - Scale' instead of 'Scale to Frame Size'.
Motion: position, scale, and rotate a clip
You can then copy and paste the 'Motion Effect - Scale' effect
to additional clips in the Timeline to match the scale to similar clips.
That will not work with Scale to Framesize.
However you can scale up (Effect Controls) one clip to the desired framesize.
Rightclick, copy, select all other clips and Paste Attributes.
If all of the timeline is filled with only clips that do not fill the frame.
Just nest the timeline and scale it up in one go.
Yea I'm fully aware of that.
But between ocd and having many different clips of various sizes, I'd rather it be spot on and automatic....

height, width or both within the 'Scale to Frame Size' dialog,
you can file a feature request here:
Otherwise... creating, copying and pasting
a Scale Motion Effect is the way to go.
Was afraid of that...sigh.
Why didn't they just include a magnetic snap-to feature like in PS and AI?
