One could use a Blur, or perhaps a Mosaic.
As for the Audio, one can use this article on Volume of Audio, or perhaps they would wish to do that, plus add a "beep" SFX to the area, that is "bleeped:" http://forums.adobe.com/message/5153895#5153895
Good luck, and though each above linked article is not exactly what you asked to do, let your imagination run, and apply the Effects that you need.

I am offering what I might try first...
a. For blurring (used in the generic sense) something out of a clip, check out the Effects Mask. I found this YouTube demo that seems to present a case for it, especially when the object to be hidden is not moving around too much.

b. For the audio and words bleeping out, I would check out the Audio Mixer and just muting out the words when they present or putting a free bleep sound clip over the spot.

Thank you for that tutorial. Once, Curt Wrigley (author of several Adobe Classroom in a Book editions for Premiere Pro), had just the exact tutorial on his Web site. For reasons that I do not know, Curt closed down his site. Had I known, I would have found a way to host those tutorials. Though many were originally written/produced for earlier versions of Premiere, the mechanics still worked well, for both Premiere Pro, and Premiere Elements. I only wish that he had contacted me, before he ditched them - what a loss.
I probably should get busy producing similar tutorials, and hosting them.
