Is that a Firewire or a USB camera? (when you post a message, details are good... since not everyone has the same equipment)
IF that is a Firewire camera, read http://helpx.adobe.com/premiere-pro/kb/cant-capture-dv-hdv-video.html (for PPro, but the steps are the same)
Welcome to the forum.
Since your camera shoots HDV on miniDV tape, you should be able to Capture the data on that tape, directly over iLink (IEEE-1394a/FireWire 400), into PrE 10.
Now, what OS are you running?
When your camera is hooked up to the computer via the iLink cable, and then turned ON, do you get a "bing-bong" from the OS (if Windows), signaling that the OS has recognized the camera?
Are you then going to Capture, to transfer the data from the tape to a file(s) on your computer?
Is your Project set to HDV?
Good luck, and please let us know a bit more,
According to the Sony Web site, that camera shoots HDV on miniDV tape, and includes a Sony iLink (IEEE-1394a/FireWire 400) cable: http://www.sony.co.uk/product/hdd-hdv/hdr-hc5e#tab
I wonder if the FW driver bug could be at play, so asked for the OP's OS.
Here is the FAQ Entry on the FW driver issue in some Windows OS's: http://forums.adobe.com/thread/869277?tstart=0
