What have you found so far?
When you import your video into Premiere Elements 11 workspace, I believe that a copy is automatically included in the Elements Organizer that comes with the program.
If you click on the Organizer tab at the bottom of the Premiere Elements 11 Expert interface, right click that file in the Elements Organizer that opens, select Show File Info, and look to the right of the interface to Information, what information do you find there under the categories of General, Metadata, and History?

The time, date are recorded by the camera with any metadata input. The Metadata cover details about a shoot like Project Title, camera operator, notes etc. When set properly this data is transfered as part of the clip file onto the SD card.
Thus far we have not gotten our camera setup to the point that the Metadata is recorded with the shots. Once we do I will respond to let you know what we find out.
