Unfortunately, there is no manual per se, and only the Help file.
To fill the hole, where the manual should be, Steve Grisetti, our MOD here, has been publishing some great books on PrE. Also, many of his work is available on Muvipix.com. This article lists some of the learning resources: http://forums.adobe.com/message/3953827#3953827
I thought that I posted a link for the Premiere Elements 10 Help PDF here the other day. I will need to go searching for it. I was surprised at the time that it still existed online since the wave has just about washed out Help PDF for versions earlier than 11. As you can tell from the link provided, Help PDFs seem to be available online (download time endless for me, but..I am trying to download the one for Premiere Elements 9. The html for version 10 was quick and good.
However, see if this link to the earlier version Help PDF and .html will help for the time being.
I have not had a chance to go through the references that Hunt offered so I am not sure if my contributions are a repeat.
Please let us know the outcome.
Add On...that html link for PE10 that I just posted sure looks like what you are after. And, if you have the patience to wait for a slow download that link there for the Premiere Elements 9 Help PDF will get you that. Just tried it.

No repeat. As a matter of fact, I just added your Help file (PrE 7 - 10), to that resources article.
V10 does not offer a PDF file on that web page so I decided to copy and paste a bunch of pages of interest. After about 30 pages of copying into a Word file, I noticed a little icon in the upper right hand corner of the web based user manual that was a link to "PDF User Manual". Sure enough there it was in all it's glory; all 309 pages !! And the download took only abojut 4 seconds..! So now I can either print out the whole think or just the parts I need.

the link from your response to get the current PDF had my hopes up but that particluar page deals mostly with V11 and nowhere on it is there a link to the V10 PDF. Thanks for all lthe other links though, they will come in handy..
Great job. That PDF that you found was the one that I posted a link to the other day. Still have not found that post. As you said, PDF with 309 pages.
My default browser is Mozilla Firefox (v 21). I found that I could save that 309 page PDF to my computer hard drive, using Firefox File Menu/Save Page As.
