Is your Premere Elements 11 on Windows or Mac?
Classic questions: Do you have the latest version of QuickTime installed on your computer with Premiere Elements 11 and are you running the program from a User Account with Administrative Privileges?
For now I am assuming Windows.
What model Panasonic camera are you using and what are the settings that you are setting at?
What is the project preset...the one that the program is setting automatically when you drag the first clip to the Timeline or one that you are setting File Menu/New/Project before you introduce your video into Project Assets via Add Media?
Please download, install, and get a properties read out for your video, using the free MediaInfo.
Let us start here and see where you answers lead us. Then we can decide what next.
The Apple PhotoJPEG material should play fine, provided that you have the latest version of Apple's QuickTime installed. That CODEC is included with it, and generally, Premiere can use it.
Also, I did not see if you are on a Mac, or a PC.
I have not heard of any camera mfgrs. tweaking the PhotoJPEG, like they do with MJPEG (MotionJPEG), but if Pannyy did tweak things, then their specific version of the PhotoJPEG CODEC will likely install from your camera's utility disc. With some utility discs, the CODEC is a separate install, with some, it installs with the camera's driver, if there is one, and with others, the necessary CODEC installs with the cataloging/editing utility program.

I am right with you. I just got a new laptop, and am cataloging everything that I need to either transfer from this unit, or install, so that I have everything that I need. When one lives with a computer for 4-5 years, and then changes, there is SO much to do.
