Can students annotate powerpoint presentations (ideally with voice-overs) while reading on iPads

Using Connect, an individual can navigate and markup (white board over) a ppt presentation. The session could be recorded so it could be viewed again later.

Presenter, being a plugin to the PC version of PowerPoint, wouldn't have any ability to provide that functionality on an iOS device. There is an app for viewing Presenter presentations on an iPad, just search for 'presentermobile' in iTunes. ]

But, the short answer is no.
