that usually means there is something transparent covering the button so it's not detecting the mouse. if that's true the button will not respond to mouse clicks, either.
I am going to check and make sure nothing is loaded over it - but the buttons are working properly in every way except the cursor.
if the button responds to a mouse click then there's nothing covering them.
the only way, i know, you can have a button respond to a click but not display the hand cursor on rollover AND have it be a flash issue is if useHandCursor was assigned to false.
however, there are browser issues that can cause this problem and you may be able to prevent them by making sure your embedding html has wmode="window" (or, just about anything other than "transparent").
This is a mystery - I checked and the wmode is "window". It is definitely a browser issue, but why are all the buttons working properly on other levels? Last night - I actually did get a hand on rollovers, this morning I don't again.
