I have never, ever experienced that on any of my Macs with any version of Photoshop from 5.x through 13.0.4.
Has this alleged bug—which if real I assume to be strictly a Windows bug—ever been acknowledged?
Well besides my own acknowledgement of this bug, a quick Google search brought up at least one other acknowledgement:
It has occurred on both versions of Photoshop I've tried, on different computers. I'm not sure if it occurred on XP or Vista, but definitely on 7 64-bit. I haven't tested it on a Mac.
The page linked to above describes a solution, but an update says it doesn't work. Also, I expect that people here have run across this bug, and hopefully some may have possible solutions.
Yes, it is a Windows only problem, because the problem appears to be in Windows itself, or in some third party application interaction with Windows clipboard.
Even having Photoshop always import the OS clipboard doesn't solve the problem - meaning that there is some fault in the OS clipboard, or something outside of Photoshop causing a problem with the OS clipboard.

Never been a problem I've come across, and I use the clipboard constantly with Photoshop and other apps. So I'd be frustrated and annoyed if it stopped working. My quick Google hinted at missing or currupted Windows files, and another suggested replacing the Windows clipboard. That makes sense if you think about it:
I've no idea if this works, but like I said, I'd be lost without a fluently working clipboard, so fingers crossed for you.
Thanks for the responses. Guess there isn't a known solution atm.
Btw, IME it seems that the clipboard issue only happens with taking screenshots and when Photoshop is not the active application.
