I am running PPro CS6 on an older Dell precision 380 with a dual core 3.2ggb processor with 8 GB RAM.
My renders are slower than they were with CS 5.5 I'm rendering out a twenty minute project with color correction and some effects..premiere is saying it will take 6 hours.
I wanted to install an Nvidia Geforce 570 to help with rendering but I couldn't find any info on my computer's power supply and I don't think it has enough watts.
Will increasing the virtual memory or installing a GEFORCE 650ti increase rendering speed or should I buy a new PC?

You should build a new machine. I'd recommend building around either the i7 3770K or i7 3930K.
My suggestion would be to replace your whole rig when the time is right; I don't think that upgrading your Prec 380 would help enough to warrant the cost and hassle.
Your Dell model is 5 years old now and really lacking in several areas to make CS6 sing - CPU, RAM, GPU, and possibly drives.
CS6 renders would be magnitudes faster if you serve it with:
- new, fast 4-core or 6-core Intel cpu
- 32GB of RAM
- GPU GTX 650 Ti Boost or better
- 2 or more 1TB, 7200 rpm drives (additional to boot drive)
