Correct location for mms.cfg file on Windows 7 x64

I have Windows 7 x64 sp1 machines with Internet Explorer 10.  We have Flash player 11.1.102.63.  All users are non-admins.  The contents of my mms.cfg file are:

AutoUpdateDisable = 1

AutoUpdateInterval = 365

My users (non-admins) keep getting popup prompts for Flash player to update, I know there are later versions but we're in the middle of a Windows 7 rollout so we can't update this until our rollout is complete.  We don't want Windows 7 users to get prompts for anything.  I have the MMS.cfg file in:

C:\Windows\SysWOW64\Macromed\Flash in UTF-8 format.

For Windows 7 x64 machines, is this the right location, or does mms.cfg also have to be in

C:\windows\syswow64\

or

C:\Windows\System32\Macromed\Flash?

on Windows 7 64 bit systems?  I'm thinking this is why they are getting update prompts.

That is the correct and only location for 64-bit Windows.

There was a similar post a few days ago, where users were getting prompts despite the mms.cfg settings.  If I remember correctly, this was caused by disabled task schedulers.
