First you should probably start with a Preset closer to your source material, like AVCHD or DSLR -> 1080p. DV PAL is basically "TV-quality".
The problem may be with your low frame rate. I've never worked with that low frame rate, so I can't give any precise advise..
You could unlink your video from the audio by right clicking on the clip in the timeline and choose "Unlink". Now you can move your audio to try to make it sync up. But I don't think this will help since it's likely that it will get out of sync later on. If that's a problem you could perhaps divide your clip into sections and sync up every section.
Another way around this could be if you seperated audio and video externally and then import them as seperate in to Premiere.
One problem is that 16fps isn't a standard, and you can't export a video with 16fps, so it may look weird.
A last solution would be to rerecord (if possible) with high quality instead (which hopefully will give a higher frame rate).
I think the end result of this issue then is that i should in theory have recorded at full quality (lossless quality) and then maybe premier would play it back to me perfectly
I guess using the logitechs softwares own compression is probably perfect if you intend on just uploading without any post-editing
Did it help setting the capture quality to lossless? I just jumped by the software to change it, but have no intention of recording anything right now.
