What is the use of the Blacklist & delete in the CRM case bulkaction

I have the same spammer coming back with the same email address, this option seem of no use. Does it blacklist IP address, email?

Well! Still no answer!

With all the unanswered tickets and well, all the unanswered posts in this forum, i'm moving my business from here!! I've thrown 25k in the bowl!
It just strike me how much thread that aren't marked "Answered", the majority. So many unfulfilled clients requirements!
