mouse handlers defined for a parent cause the parent to intercept mouse events that their child movieclips would otherwise (if the parent had no mouse handler) detect.
to remedy, use a loop and hitTest on the parent or child.
I see. are there any better ways to have the following:
Roll over a button
Roll out menu
The menu would be a movie clip that has a child movie clip - which needs to be clickable.
It will be easier to show you an example of how to accomplish this, than to try and explain what is needed. And although there are several ways which this can be done, here is a basic one. You will find the code that operates the menu button within the menu MC.

All I would need to have is the menu appear and disappear, no tween or anything required.
even easier then, just ace the tween, and use the _visible property to turn it off and on in the postition you set it. The trick is to make certain that it's part of the main menu tab, so that the hitTest checks all of the area of that menu section, if it does not register a hit, then it will close up. This lets the other buttons in the sub-mc recieve event notifications, like kg was saying above.
How would the closePanel function get triggered?
it gets triggered onRollOver of the main MC, and loops until the hitTest returns false.
