Those are the "safe areas."
Right click on the monitor window and there should be an option to make them not visible.

The square boxes that you see are the safety margins. Take a look here:
It's from the Premiere Pro help, but it's the same to PR Elements. You can diable it with a right click on the monitor and the choose "Safe margin".
Thanks for everyone's feedback. I posted in the elements forum and got the solution. I had enabled "safe margins" by accident. It seems it may be the same in PRO. Problem solved. I clicked "helpful" for each of your replies. Thanks all!!
