You save the file as a .ai with a pdf compatible file.
In InDesign you use File>Place and select the file from where you saved it.
Then you can scale it within InDesign.

I don't know what you mean by "without chaging the outline"?
If I scale the vector file in indesign for example for 200%, the outline of the drawing turns double thick.
I would like to keep the strenght of the outline for example 1 pt, no matter in which way i scale it.
When you scale a linked file in InDesign everything gets scaled, including the strokes/outlines.
You would need to copy and paste the item from Illustrator to InDesing then turn off the Adjust Stroke Weight When Scaling option in the Transform Panel or Control Panel
Window>Object>Transform and use the Submenu
or use the Control Panel menu (top right under the Close button (on Windows) to select the option

For example, if you scale a 4-point stroke by 200% when this option is turned on, the stroke weight becomes 8 points. If you turn off this option, the object doubles in size but its stroke weight remains 4 points.
If this option is turned on and you scale an object disproportionally, InDesign applies the smallest stroke weight to all sides. For example, suppose that you scale a selected object with a 4-point stroke only in the X direction by 200%. Instead of applying an 8-point stroke in the X direction and a 4-point stroke in the Y direction, InDesign applies the smaller value (4 points) to all sides.

You can only scale a complete image, not parts of it. You can try copying from Illustrator, than paste in InDesign. Ungroup any parts if needed. Turn of Scale Stroke select black arrow, go to right upper corner in InDesign and choose the fly out menu, turn stroke scaling off). Now select all the pasted in parts and scale.
