Downloaded components yourself or removed/moved components from the location in which Adobe put them? There were, for example, some quick fixes made available for extension panels as I recall that would have replaced components the installer would expect to see.
In the past, others have had this error and reported that an uninstallation of Photoshop, followed by a fresh installation and immediate update, have worked to overcome the problem.

Noel Carboni Jun 4, 2013 10:01 AM (in response to Curt Y)Curt, I couldn't see your reply. So on a hunch I changed the server name from forums.adobe.com to support.muse.adobe.com (something I only just discovered this morning by accident), and it shows up.
Maybe that's a more direct server address with which to access the forums? Honestly I don't know what it is. I've asked what the difference is over in the forum comments section.
