It's most likely that when you check out the form, the choices you made on the form have zero balance. In that case, we don't bother bringing the user to PayPal since there is nothing to pay for.
Please double check what choice tou have made on the form, and make sure those choices do have corresponding purchase fields defined. If you are sure you have defined your purchase fields correctly and you do choose the choices that cost money, but you are not brought to PayPal when you check out, please share your form to me emanfu@adobe.com by following the instruction here: http://forums.adobe.com/docs/DOC-2462, and let me know what choices you selected on the form so that I can try to reproduce the problem you saw.
