2. Add 1080 clips to it.
It really is that simple. The black you see is just the actual bottom edge of the clip.

Changing that will not change your Sequence settings.
As Jim sez, you need to create a new 720 Sequence.
Not changable after footage is in a timeline?
Not changeable after creating it, footage or not.
