Your description of what's happening is rather vague. If you could provide the exact steps that you're taking or (better) a screen capture, we might be able to help.

I make a new project, import a file, drag into a new comp.
Then I add a new Null or adjustment layer (don't know if this is the correct term, cause I use the Italian version)
I then select the imported file, add a new tracker point and test it. It works as stand-alone. I Can see the 2 squares moving correctly.
But when I apply the tracker to the Null or adjustment layer, it just doesn't do anything.
The layer stays as it it.
I have already modified several projects succesfully before.
This is a sudden problem.

You left off the "parenting" part in your step by step description. Is it possible you've not parented the null with tracking data to your object?
Check the keyframes that are applied. If both Position and Property have keyframes then you'll have to delete one of the sets to get movement. I usually remove the anchor point keyframes.
What kind of blur are you using? Are there keyframes applied to the adjustment layer? Are there tracking keyframes applied to the layer you tracked? Do the values in the track change? Your timeline should look like this:
If there is keyframe data and the values change then your adjustment layer is following the track point. If you're doing something else we can not help you unless we see what's going on in your comp.
I would make sure your AE is up to date. Try deleting your preferences. If that fails, re-install AE.
When you are tracking do you see a path being created?
I had already tried deleting the preferences of my CS5 AE.
It did not help.
I even tried to launch the program with another user in Windows7.
After your suggestion, I downloaded a trial version of CS6 and installed it.
The problem persists.

Are you getting keyframes on the tracked layer?
No. the answer is no.
I tried the same exact process on another computer. On the second machine works.
So what can I do?
Please do not tell me that I have to reinstall Windows from scratch...
A full reinstall from scratch of Windows should be your absolute last option - a Windows system restore would come before that - start/all programs/accessories/system tools/system restore - go back to a time when the tracker was working. I would try that even before a reinstall of AE. Have you tried different footage?
It is difficult for me to remember when it stopped.
I will try to remove both versions, and reinstall AE.
Which are the folders that eventually need a manual removal?
