Target the layer and apply a stroke to it. Then move this stroke in the appearance panel below the "Contents".
Of course the layer must only contain objects you want to have stroked that way.
Read about targeting and the appearance panel in the manual.

Depending on what you're after, you might also consider the effect "outline stroke" (but not in this case).
