What version of Premiere Elements are you using and on what computer operating system is it running (including 32 or 64 bit system)?

And, to what format do you intend to export in?

You set your Premiere Elements 10 project preset to match the properties of your source media. So, what are the properties of your source media?

That project preset will direct the program to establish the correct space in the Monitor from which you edit your import.

When you decide on your Share/Computer/ export, you can change the settings under the Advanced Button/Video Tab. of the preset selected. In the Export Settings dialog, the essentials would be:

              Frame Width = 960 pixels

              Frame Width = 960 pixels

Pixel Aspect Ratio = Square Pixels (1.0)

I am not giving you a guarantee that the above will work for your specific exporting and player needs. But is something for you to rule in or out.

As ATR suggests, you can go to the Advanced tab and change it to the required resolution, but the output will not really be a good one in terms of quality, there will be pillar boxing and/or letter boxing. I say this because Adobe clarified that the project preset should match the export preset for a good quality output. If your only concern is the resolution, then the suggestion will work straightaway.

http://forums.adobe.com/thread/1100554?start=40&tstart=0 has details on the issues and the correct method to be used for selecting the project and the output from a given source file.
